Description

The general  objective the Project is to formulate Comprehensive and Sustainable Urban  Infrastructure Master Plans for two metropolitan areas in Region VI - Metro  Iloilo and Metro Bacolod which will guide decision-makers in the approval of  programs/activities/projects (PAPs) therein, consistent with national,  regional and local development plans, and thereby ultimately improve the  competitiveness (roles and functions of growth centers as catalysts for  business and providers of immediate and advance support services, as well as  location of investments in agribusiness, manufacturing, information and  communications technology, tourism and service-related ventures),  connectivity (improvement of existing roads, bridges, ports, airports and  facilities and construction of new ones and identifying alternative means of  transportation), vulnerability reduction (protecting areas vulnerable to  hazards) and general urban conditions in the two Study Areas.  

The master Plan to be developed was expected to contain the following  information, among others:

  1. Aspirations of future development and directions in the area, economic  development, land use, environment and disaster risk reduction and  management, housing, services and facilities, transportation and circulation,  and tourism;    
  2. Determination of physical, climatological and socioeconomic attributes  of the Study Areas;    
  3. Identify the gaps in infrastructure development, which include, but not  limited to, seaports, airports, bus terminals, road network systems and  bridges, energy and water supply, and utilities, irrigation, housing and  other social services, ICT, solid waste facilities, septage/sewerage and  drainage, flood control and other disaster risk reduction measures;
  4. Measures to address the gaps/problems identified, pressing issues and  concerns;    
  5. Overall framework as a guide for  policy-makers, local chief executives and program/project implementers in the  provision of the necessary policy, regulatory, and strategic integrated  infrastructure intervention to support the growing investment and rapid  urbanization, as well as to mitigate and adapt to the effects of climate  change in the environment;  
  6. Action Plans incorporating recommendations to best achieve results  intended by the Master Plans including a presentation on a suitable  financing/funding plan to address the budgetary requirements corresponding to  the development interventions necessary to be implemented; and    
  7. Preparation of Pre-feasibility studies for three identified priority  infrastructure projects in Metro Iloilo and three priority infrastructure  projects in Bacolod.

  • Formulated Development Framework and Action Plan
  • Prepared Prefeasibility Studies for four priority infrastructure  projects with accompanying Market Study, Environmental and Social Assessment,  Preliminary Architectural and Engineering Design with Value Analysis/Value  Engineering, and Financial Analysis.
  • Master planning and preliminary architectural, landscape, and  engineering designs for identified infrastructure projects such as the Metro  Bacolod Government Center which utilizes smart technology, the Agro-Fishery  Industrial Facility for sustainable production, and the Busway Systems for  Metro-Iloilo Metro-Bacolod for increased connectivity and  accessibility.
  • As part of its participatory planning approach, the team conducted  Consultative and Training Workshops, and Key Informant Interviews
