Description

The Project  involves the formulation of a master plan for the sustainable urban  infrastructure development in one of the growth centers in Mindanao which is  Butuan City in Agusan del Norte province. This long-term overall development  framework will be the decision maker's guide for the preparation of  programs/ activities/ projects (PAPs). The Study's approach aims to achieve  strategic management and development goals for inclusive growth, preservation  of history and culture, modernization of accessibility through  transportation, telecommunications and application of SMART City Concepts,  climate change adaptation, disaster risk reduction and management, ecosystem  protection, green space conservation and upgrading of water, sanitation,  health and power/energy facilities through sustainable urban infrastructure  development by using public and private sector investments.  

The master plan looks at the long-term goals of preserving and conserving  the integrity of the environment and adopting sustainable infrastructure that  will support conservation and preservation of the city's natural  resources.  It will consider measures  and programs that promote resiliency to climate risks, conservation and  sustainable use of natural resources, and legislation that will contribute to  a low-carbon resource-efficient economy. Its activities include the  mechanisms for issuing, granting and monitoring concessions for private  investments in the development of Butuan City.

Sustainable infrastructure is the raison d'etre of the MPSUID, and the  aim is to ensure access to economic and social services and opportunities  through projects that incorporate environmentally friendly structures and  systems. The infrastructure considered in this plan range from transportation  systems, water supply, sanitation and sewerage, flood management and  mitigation, solid waste management, energy, and information and  communications technology.

Among the list of priority projects, five priority infrastructure projects  were selected for the preparation of pre-feasibility studies. These are:

  1. Bood Promontory Heritage Park, which promotes green infrastructure, open  spaces and the rich heritage of the city;
  2. Business IT Park for the Caraga  Region which will offer serviced commercial land and shall develop the site  for information technology-business process management (IT-BPM) companies;  
  3. Regional Government Center which enables accessibility of government  services at lower costs for business transactions and efficiency and ease of  communication and coordination in the delivery of services between the  different regional offices;
  4. Upgrade of Solid Waste Management System of  Butuan which involves the construction and operation of the new disposal  facility and translate to more sanitary and safe storage of collectible  waste, facilitate efficient and extensive collection which shall reduce the  amount of unaccounted waste and;
  5. Urban Traffic Management System which  will contain components that will make traffic management and operations more  efficient and provide real-time information for a more effective traffic  monitoring and quicker response to traffic incidents, emergencies and  breakdowns.

  • Formulated Development Framework  and Action Plan
  • Prepared Prefeasibility Studies  for five priority infrastructure projects with accompanying Market Study,  Environmental and Social Assessment, Preliminary Architectural Design,  Landscape Architecture Design Engineering Design, and Financial Analysis.  
  • Master Planning and Preliminary  Architectural, Landscape Architecture, and Engineering Designs were  undertaken for the Bood Heritage Park, Business IT Park, and the Regional  Government Center.
  • Prepared Results-Based  Monitoring & Evaluation Matrix and Communication Plan
  • As part of its participatory  planning approach, the team conducted Consultative and Training Workshops,  and Key Informant Interviews</p>
