The planning and design of the PhilSA Administrative Complex is part of the Comprehensive and Sustainable Master Development Plan for the Official Site of the PhilippineSpace Agency in Clark Special Economic Zone (CSEZ). The project is a joint venture involving T.A.M. Planners Co., PhilKoei International, Inc., and Nippon Koei, LTD.
Under Section 17 of the Philippine Space Act (RA 11363), enacted in August 2019, the official site of PhilSA is to be located in the CSEZ in the provinces of Pampanga and Tarlac. The Bases Conversion and Development Authority (BCDA) which administers the CSEZ identified two properties inside the New Clark City(NCC) to be assigned to PhilSA: one within the National Government Administrative Center (NGAC) and the other at the Clark Science City District.
The Administrative Complex will be built on a one-hectare plot inside the NGAC designated as Site A, while a laboratory complex will be developed in Clark Science City District.
The project includes the design and planning for new offices, meeting and assembly spaces,research and testing laboratories, and other structures necessary for the growing manpower and operation of the country’s space agency. The services tobe provided by the joint venture include:
